The most accurate approach is a digital kitchen scale.  Using the'spoon and level method' to assure accuracy without a scale is simple.

Scoop flour or cocoa powder into your measuring cup with a spoon.  Do not scoop flour with the measuring cup, since this will measure additional flour and change the texture of your baked dish.

Stay away from patting flour or shaking the measuring cup.  These methods will deposit additional flour in the measuring cup.  Use a level surface.
